					<description><![CDATA[On March 31st, the Family Service Department staff proudly hosted the Family Service Worker Appreciation Luncheon, an event dedicated to recognizing and celebrating the outstanding efforts of our Family Service Workers. This special gathering was an opportunity to pause, reflect, and express sincere gratitude for the vital role these dedicated professionals play in supporting our families and children across campus.
Family Service Workers serve on the front lines every day, offering guidance, advocacy, and compassionate care to those who need it most. Their commitment, resilience, and tireless efforts make a meaningful difference in the lives of countless families, and this luncheon was a small but heartfelt way to honor their impact and dedication.
The event featured a powerful and engaging keynote presentation by Zacarias Martinez, Mental Health Counselor, who spoke on the important topic of “Managing Stress.” His presentation offered practical strategies, encouragement, and insight tailored specifically to the demands faced by Family Service Workers, emphasizing the importance of self-care, balance, and mental wellness while serving others.
In addition, Executive Director Ms. Irma Peña shared thoughtful and inspiring remarks, expressing her deep appreciation for the Family Service team’s continued hard work, professionalism, and unwavering commitment to the community. Her words highlighted the crucial role Family Service Workers play in strengthening families and fostering positive outcomes for children.
The luncheon was held at Fellowship Baptist Church in Edinburg, Texas, providing a welcoming and supportive setting for fellowship, reflection, and celebration. The event served not only as a recognition of service but also as a moment of connection and renewal for our team.]]></description>

				<title><![CDATA[Celebrating National Nutrition Month]]></title>

					<description><![CDATA[March was National Nutrition Month, and this year our Head Start campuses marked the occasion with a four‑day Nutrition Showcase held March 2–5, 2026. Each campus brought its own creativity and enthusiasm to the celebration, engaging parents and students in hands‑on activities designed to highlight the importance of healthy eating and overall wellness. While the national theme, “Discover the Power of Nutrition,” guided this year’s efforts, campuses were also encouraged to develop unique themes that reflected the strengths, cultures, and interests of their school communities.
Throughout the week, families participated in cooking demonstrations, nutrition‑focused presentations, taste‑testing activities, and classroom lessons that introduced children to colorful fruits, fresh vegetables, whole grains, and other nutrient‑rich foods. Many campuses showcased student projects and interactive displays created in partnership with teachers, Family Service Workers, and parent committees. These activities not only made learning fun but also reinforced how nutrition supports growth, development, and academic success.
The impact our staff makes each day extends far beyond preparing and serving meals. Head Start nutrition teams, teachers, and family engagement staff work together to promote healthy habits both in the classroom and at home. National Nutrition Month provides a meaningful opportunity to strengthen this message by empowering families with tools they can use daily such as reading nutrition labels, incorporating balanced ingredients into family meals, and modeling positive eating behaviors.
By preparing nutritious meals and encouraging children to try new foods, parents and caregivers help lay the foundation for lifelong wellness. Early exposure to healthy eating not only shapes children’s preferences but also supports long‑term health outcomes and strengthens family routines around food and wellness.
The 2026 Nutrition Showcase was a vibrant reminder of the power of community, education, and collaboration. Together, our Head Start campuses continue to support families in making healthy choices that nourish both body and mind today and for years to come.]]></description>

					<description><![CDATA[Father involvement plays a vital role in strengthening parent, family, and community partnerships. At the Hidalgo County Head Start Program, we are committed to empowering fathers as advocates, lifelong educators, and their children’s first teachers. Our team continues to offer meaningful resources that support fathers’ strengths, interests, and needs, encouraging active participation and enriching the Head Start community.
A highlight of this event was the presence of distinguished guests who helped make the day especially impactful. Precinct IV Commissioner Ellie Torres joined us and delivered a message on the importance of the conference and the essential role fathers play in early childhood development.
We were also honored to welcome keynote speaker Fernando Castillo, Donna ISD School Board Member, who shared an inspiring message centered on leadership, engagement, and family success.
In addition, an exceptional lineup of presenters contributed greatly to the day’s learning and conversation:
Ms. Adelita F. Muñoz (Emeritus), retired Texas A&M AgriLife Extension Agent;
Mr. Tomas “Tom” Tamez, Parent and Family Engagement and McKinney-Vento Director; Mr. Miguel Chuca,  Region One Administrator with Assessment Analytics, Library Services, STEM, Instructional Technology, and Distance Learning, and Dr. Jasmine Gowarty, M.D., Medical Oncologist and Hematologist at Texas Oncology in McAllen.  Their expertise and collaboration, combined with the support of Commissioner Torres highlighted the significance of father engagement and the strong community spirit that continues to uplift our Head Start families.

					<description><![CDATA[The Governance Leadership Conference was held February 13–15, 2026, at South Padre Island, bringing together a dynamic group of Head Start Administration leaders and newly elected Policy Council members.
This year’s inspiring theme, “Children First, Always,” set the tone for a vibrant three-day learning experience. Attendees participated in a variety of workshops and presentations, including Head Start Overview, Conference Framework, Team-Building Strategies, Head Start Essentials & ERSEA Training, and detailed departmental overviews led by program and department directors.
Throughout the conference, members received important training on the roles and responsibilities of the Policy Council, as well as the Governance Structure and Bylaws that guide the program.
Beyond the sessions, the event also offered meaningful opportunities for new Policy Council members to connect, collaborate, and engage with Head Start staff, strengthening communication, leadership, and unity across the program.]]></description>

					<description><![CDATA[January 21 marked an exciting milestone for the Hidalgo County Head Start Program as the Early Head Start classrooms officially opened their doors in Donna, San Juan, and Mission. This long awaited first day brought joy, anticipation, and a renewed commitment to serving our youngest learners.
The Early Head Start program provides high quality early childhood services at no cost to families, supporting children from birth to three years old. Through nurturing environments, developmentally appropriate experiences, and strong family partnerships, the program is designed to build a solid foundation during the most critical years of growth.
The launch of this initiative has been a collaborative effort months in the making. Ms. Irma Peña, Executive Director, and Ms. Sonia Casas, Early Head Start Director, along with dedicated administration and staff, have worked tirelessly to bring this vision to life. Their leadership and commitment ensured that classrooms were fully prepared, teachers were trained, and families were welcomed with care and enthusiasm.
The atmosphere on the first day was filled with excitement as parents toured classrooms, teachers greeted new students, and the community witnessed the beginning of a program that will make a lasting impact on local families. The successful opening of Early Head Start reflects the program’s mission to expand opportunities and strengthen early childhood education throughout Hidalgo County.]]></description>

				<title><![CDATA[Cameron County Niños Inc. Tours Guzman Head Start Academy]]></title>

					<description><![CDATA[On January 22, 2026, the Hidalgo County Head Start Program welcomed staff from the Cameron County Niños Incorporated Program for a guided walkthrough of the newly established Guzman Head Start Academy. Ms. Irma Peña, Executive Director of Hidalgo County Head Start, greeted David Kowalski, Executive Director of Niños Inc., and Erie Tejada, Deputy Director.
Guzman Head Start Academy is the first facility of its kind in Hidalgo County. Through a strong partnership with Donna ISD, the program successfully renovated and prepared 16 classrooms dedicated to serving Pre K 3 and Pre K 4 students. Dr. Rolinda Park, administrator at Guzman Academy, led the tour and showcased the campus’ instructional spaces, specialized areas, and learning environments.
A multidisciplinary team from Hidalgo County Head Start including staff from Procurement, Family Services, Finance, Human Resources, Health, Compliance, Education, and IT, joined the walkthrough to share program insights, operational strategies, and best practices.
Niños Inc. is exploring a similar model as they continue working to expand early childhood education services for families in Cameron County. The visit offered a valuable opportunity to exchange ideas and strengthen collaboration in support of young learners across the region.]]></description>

				<title><![CDATA[Singleterry Head Start Academy]]></title>

					<description><![CDATA[On January 8, 2026, the Hidalgo County Head Start Program, along with Donna ISD, proudly celebrated the ribbon-cutting for the Wing Inauguration at D. Singleterry Elementary. The new wing will be used for Pre K 3 and 4-year-olds enrolled in the Head Start Academy.
The classrooms are equipped with developmentally appropriate learning areas designed to support early childhood growth and exploration. Each room includes child-sized furniture, vibrant learning centers, and hands on materials that encourage creativity, independence, and foundational academic skills. Classrooms feature Reading Centers with books, storytelling props, and early writing tools. Math Stations that contain materials, pattern blocks, number games, puzzles, building sets, and hands on resources that support early math concepts. Science and Discovery Areas filled with sensory bins, nature materials, magnets, magnifying glasses, and simple science tools that spark curiosity. Creative Arts Stations stocked with crayons, paint, clay, markers, easels, and craft supplies to encourage self-expression through art and imaginative play. 
There is also Play Centers designed with real life role play items to support social-emotional growth and cooperation. Included are Block and Construction Areas featuring wooden blocks, soft blocks, vehicles, and accessories that promote problem solving and motor development. Lastly, Technology Integration through age appropriate digital tools and interactive learning software that enhance instruction and provide additional learning support.

					<description><![CDATA[In a moment of pride and celebration, the Hidalgo County Commissioners Court presented a formal proclamation on Sept 29, 2025 to the Hidalgo County Head Start Program, recognizing its outstanding achievement in receiving the National Program of Excellence Award and Accreditation!
This honor highlights the program’s unwavering commitment to nurturing young minds through innovative, evidence-based practices that support the whole child  physically, socially, emotionally, and intellectually.
With only 12 programs selected out of nearly 1,600 nationwide, Hidalgo County’s Head Start stands tall as a national leader in early childhood education.
The Proclamation Ceremony was attended by a wonderful gathering of Department Directors, Campus Directors, Policy Council Members, and members of the community, all united in celebration of this outstanding achievement.

					<description><![CDATA[On Saturday, September 27, 2025, the Hidalgo County Head Start Program held its annual Parent Leadership Conference at the DoubleTree by Hilton in McAllen, Texas. The event was coordinated by the Family Services Department and brought together parent leaders from across the county.
Parents elected to serve in leadership roles:  President, Vice President, Secretary, Parliamentarian, and Alternates from each Head Start campus were invited to participate. During the conference, one representative from each of the six designated areas (Area I through Area VI) was selected to serve on the Policy Council.
The Policy Council plays a vital role in the governance of the Head Start Program. Members meet monthly or more often if needed to review and provide input on key decisions related to budgeting, staffing, and program operations. Their involvement ensures that parent voices remain at the heart of Head Start’s mission and decision-making process.]]></description>

				<title><![CDATA[Hidalgo County Head Start Program Receives National Program of Excellence Award and Accreditation]]></title>

					<description><![CDATA[The Hidalgo County Head Start Program has been awarded the prestigious Program of Excellence (POE) Award and Accreditation by the National Head Start Association (NHSA). This recognition, valid for a five-year term, is one of the highest honors bestowed upon Head Start programs nationwide.
Accreditation is granted to programs that demonstrate the highest standards in program management, service delivery, and commitment to continuous improvement. By achieving this designation, Hidalgo County Head Start has shown its dedication to providing high-quality, comprehensive services that support the development and well-being of young children and their families.
Out of approximately 1,600 Head Start programs across the United States and the U.S. Virgin Islands, only 12 programs are selected annually for this distinguished recognition. Remarkably, Hidalgo County Head Start is the first Texas program to receive the POE Award in nearly 20 years.
“We are incredibly honored and humbled to receive the Program of Excellence Award,” said Hidalgo County Head Start Program Executive Director Irma Peña.  “Our motivation for excellence comes from the children and families we are privileged to serve. We remain committed to upholding the highest standards of quality and will continue to strive for excellence well beyond the term of this accreditation.”
The five-year accreditation follows a rigorous peer-review process, during which programs must demonstrate their ability to deliver measurable, accountable, and high-quality services across all areas of operation.
“We could not be more proud of our Head Start team for earning this distinguished recognition,” said Hidalgo County Judge Richard F. Cortez. “This award reflects their unwavering dedication to the children and families of Hidalgo County. To be one of only 12 programs in the nation, and the first in Texas in nearly two decades, is a remarkable achievement that highlights the impact and quality of services Head Start provides to our community every day.”
Hidalgo County Head Start provides a full range of services — including education, disability support, health, nutrition, mental health, and family services — to children from birth to age five. 					<description><![CDATA[The Hidalgo County Head Start Program is proud to maintain strong, year-round collaborations with a wide range of local agencies to provide essential services to the children and families we serve. One of the key ways we foster these partnerships is through our regularly held Network Meetings.
These meetings offer a valuable platform for community agencies to present their services directly to our Family Service Workers (FSWs), who are stationed at each Head Start campus. FSWs play a vital role in supporting families by helping them set and achieve meaningful goals in areas such as housing, healthcare, public assistance, food security, and parenting.
Beyond goal-setting, FSWs assist families in developing personalized action plans and contribute significantly to the success of our Head Start and Early Head Start programs through active involvement in recruitment and enrollment efforts.
On Thursday, August 28, 2025, a Network Meeting was held at Fellowship Baptist Hall in Edinburg, Texas. The event brought together agency representatives and Head Start staff to share resources, strengthen relationships, and continue building a supportive network for families across Hidalgo County.]]></description>

					<description><![CDATA[On August 28, 2025, Superintendent Dr. Angela Dominguez, along with board members and Head Start administrators Dr. Nereyda Cantu, Marissa Reyes, and Sonia Casas, walked through the former Donna Head Start facility to review and discuss plans for its transformation into the new Donna Early Head Start Academy.
It is a collaboration and commitment to providing high-quality educational opportunities for its youngest learners. The new Academy is scheduled to open in January 2026 and will serve children from birth to three years old. It will offer a nurturing, developmentally focused environment designed to support early learning, social-emotional growth, and family engagement.
Donna ISD and Head Start are working diligently to ensure the facility meets the needs of both students and families. This initiative reflects a dedication to investing in the future of its community by laying a strong foundation for lifelong learning.

					<description><![CDATA[Dear Head Start Families and Staff: 
Welcome to the 2025-2026 school year! We look forward to welcoming our young students back into our Head Start classrooms. We believe every child entrusted to our care deserves our best support academically and emotionally. The employees of the Hidalgo County Head Start Program are here to help our children achieve great success each and every day.  

Our young students made great progress last school year as a result of the great teamwork shown by our outstanding teachers, involved parents, and the children themselves. This year, we will build on that development as we will collaborate with parents to create great learning opportunities in the classrooms. In addition to the ongoing goal of academic excellence, there will be a focus this year on providing tailored support for our parents. All families are assigned a family services worker which will provide support and assistance with necessary resources.   
One of my favorite days is the first day of school. I love to watch the interactions between our children and their new teachers. Seeing our children meet new friends or reconnecting with old friends and learning about the adventures that lie ahead. It’s always fun to see our new Head Start parents walking up to the school and taking pictures. Parents usually feel excitement and some nervousness, but these milestones are to be remembered and shared with family and friends.  

Our Annual Training took place on August 4 & 5, 2025 at the UTRGV Performing Arts building.

Children, First, Always… is the Head Start Way. Thank you again for entrusting the Head Start Program with your most precious children.

					<description><![CDATA[Congratulations to the Hidalgo County Head Start Program and Donna ISD on the grand opening of the Guzman Head Start Academy!
This remarkable new campus will serve 299 children across 16 classrooms, making it the largest Head Start facility in program history! Our ribbon-cutting took place on Friday, August 8, 2025.
Families will benefit from a wide range of resources, including:
Two Discovery classrooms for hands-on STEM learning, a sensory classroom, a fully stocked library, a computer lab and a central kitchen.  In addition, the academy will serve as a one-stop hub for county services, offering high-quality education and essential support through partnerships with:
Hidalgo County Health & Human Services, Hidalgo County WIC Program and
Hidalgo County Community Service Agency.
The Head Start Program provides comprehensive services to low-income families, children with special needs, families experiencing homelessness or involved in the foster care system, families receiving public assistance, other at-risk families, depending on circumstances and availability

					<description><![CDATA[The Hidalgo County Head Start Program hosted its annual Staff Awards and Recognition Banquet on Friday, May 30th, at the DoubleTree Suites in McAllen, Texas. This much-anticipated event, thoughtfully organized by the Human Resources Department, celebrated the dedication and accomplishments of its staff. Honorees included employees recognized for their years of service, recent retirees, and team members who achieved significant academic milestones—earning associate’s, bachelor’s, or master’s degrees. Among those honored was Denisse Barba, who shared, “Grateful to be acknowledged for five amazing years in a truly motivating environment.”
This year’s banquet embraced a vibrant and refreshing theme: “Mediterranean Style.” The venue was beautifully adorned with Italian-inspired décor, featuring cheerful yellow lemons, lush greenery, and rustic touches that evoked the charm of the Mediterranean coast.]]></description>

					<description><![CDATA[The Hidalgo County Head Start Program held its first Pre-K 3 and Pre-K 4 Teacher of the Year event.  44 teachers were named Teachers of the Year from Head Start campuses across McAllen, Mission, Edinburg, La Joya, Donna, PSJA, Edcouch-Elsa, Mercedes and Monte Alto ISDs were celebrated April 3rd at the DoubleTree Hotel in McAllen.
  Mr. Jose Reyes, a teacher at Seguin Head Start from La Joya ISD was named Pre-K 3 Hidalgo County Head Start Program Teacher of the Year.  Mrs. Yvette Solis Benavidez, a teacher at Sam Houston Head Start from McAllen ISD was named Pre-K 4 Hidalgo County Head Start Program Teacher of the Year.  Both Mr. Reyes and Mrs. Benavidez won $2,000.00 for themselves and another $2,000 for classroom supplies.  They will both be attending the Head Start National Conference in Columbus, Ohio in May.]]></description>

					<description><![CDATA[The Fatherhood Family Wellness Conference was held on February 20th at the Doubletree Suites in McAllen, TX. 
Father involvement is essential to parent, family, and community engagement initiatives. The Hidalgo County Head Start program staff are committed to integrating fathers as advocates, lifelong educators, and first teachers to their children. Father figures are crucial for the healthy development of their children as they support and reinforce family wellness. Consequently, Head Start proactively explores resources to enhance and motivate father engagement by focusing on their strengths, interests, and needs, thereby significantly enriching their Head Start communities. It was a cold day, but it did not keep our parents from showing up and participating in the conference. Keynote Speaker:  Ricardo Rodriguez, Jr. shared the importance on being a role model for your children. The conference was attended by the Head Start Administration and the newly elected Policy Council Members.  Topics presented were: Head Start Overview, Framework of Conference, Importance of Team Building, Head Start Essentials & ERSEA Training, and Head Start Department Overview from Department Officers and Directors.  They also learned the roles and responsibilities of the Policy Council, and Governance Structure and Bylaws.  The new Policy Council members got the opportunity to network with each other and the Head Start staff.]]></description>

					<description><![CDATA[The HCHSP is divided into six (6) geographic areas. The Policy Council is made up of 6 parent representatives whose children are currently enrolled in the program along with 5 community representatives who the Hidalgo County Commissioners Court appoints. This is similar to a school board for the Head Start program. The Policy Council members meet monthly (the third Wednesday of each month) to help lead the program and participate in important decision-making governing the HCHSP. Elections for Policy Council parent representatives are held during the Parent Leadership Conference in October. To become a Policy Council Member, Parents • must attend the first parent committee meeting at their child's campus held in September. • They must be elected as a Parent Committee Officer for the campus and the  Campus Officers will elected.  Campus officers consist of a PC parent rep, 1st alternate, and 2nd alternate for each area. • Policy Council members must attend monthly meetings to make informed decisions on behalf of HCHSP. 					<description><![CDATA[On behalf of the Hidalgo County Commissioners Court and the Head Start Policy Council, I want to welcome you to the 2024-25 School Year. I hope you had a restful and well-deserved summer break. As we start the school year, it is our hope that you are excited and ready to make the investment in our Head Start children and families. Together, we have the capacity to create one of the highest performing Head Start programs in the state that is child and family-centered and is committed to educational excellence that will impact our communities for generations to come.
Our dedicated and committed administrators and administrative support staff are committed to providing our Head Start Campuses with the assistance needed to deliver the highest quality educational experience that we can envision for our children. EXCELLENCE has no finish line – so as we start the new school year, I am asking for each of us to help sustain what will take place every day in the Head Start classrooms. Moreover, the academic and social-emotional experiences that we will provide our children must go hand-in-hand with encouraging and strengthening our Head Start parents and families.
Setting the stage for success is a pledge that our ISD partners have committed to. We are excited as we prepare our children to become kindergarten ready. Hats and cowboy boots were part of the dress attire this year with a touch of bandanas!   Head Start celebrated staff who reached a milestone period of service that included 5, 10, 15, 20, 25, 30, and 35 years of service.   Retirees were celebrated for their valuable contribution to the children and families of Head Start and graduates were honored for their achievement to further their education.  Guests included representative Jose Cabeza De Vaca for Commissioner David L. Fuentes, PCT 1, representatives Jorge Arcaute and Anibal Resendez for Commissioner Everardo Villarreal, PCT 3, and Commissioner Ellie Torres, PCT 4 with her representative Dr. Culbertson. Campus staff choose a fun theme for parents to display their nutritious meals and snacks.  Staff, students, and other parents get to enjoy the delicious meals, and snacks while learning the importance of healthy nutrition.
